PROJECT 1€ HOUSES

The project “1€ Houses” has the primary purpose to stop the phenomenon of depopulation that is affecting certain areas of our territory of Fabbriche di Vergemoli.

Since the 50’s of the past century, many territories experimented a process of decrease of population (this phenomenon is still happening now). In these areas, the population reduction is caused by two main factors: a birth/death deficit and a significant emigration.

In the same time, the constantly decline in birth rates and the increase in life expectancy altered the social structure and determined an important process of aging. This phenomenon, in addition to decreasing the youth population, started a process of abandonment of many buildings.

For this reason, several Italian Municipalities found themselves fighting against the issue of “ghost villages”, composed of dangerous and crumbling structures.

Despite this, the management of abandoned real estate’s assets (both private and public) does not have to be considered a burden to get rid of, but a resource for the cultural, touristic and agricultural development.

The revalorisation of the territory has to give priority to the permanence of the existing estates, in order to minimize changing actions so as to maintain the historical identity of our territory

We have no need of new constructions or cementations, the strategy to make a better living environment and to regain our cultural identity is to revive our beloved villages and to redevelop assets in a state of neglect, according to our history.

This project has the aim to let the people know the beauty and wealth that our territory has to offer, and to revive our depopulated villages.

  • HOW DOES THE PROJECT “HOUSE AT 1€” WORK?

Our municipality of Fabbriche di Vergemoli acts as an intermediary between the buyer and the owner of the property.
The municipality is committed to:
– promote the project
– keep the communication between the two parts
– provide all the infos and documentation necessary through our official web page ( here )

The “houses at 1€” are located in all our territory. Due to the many requests that we receive every_day, we created a service called “Visit the 1€ houses”.
You can book an appointment with one of our employees that will guide you, show you and explain you everything about the houses at 1€ , paying a 30,00 € fee

 

  • DOES THE ACTUAL COST CORRESPOND EXACTLY TO 1€?

Yes it does, the cost of the real estate is 1€
However:
– legal fees
– contract registration
– inventory registration
– transfer of ownership
must be evaluated separately.

  • HOW CAN I GET AN APPOINTMENT?

  • IS THERE A MODEL OF PURCHASE AGREEMENT FOR A HOUSE AT 1€ ?


No, we will provide you a pre-contract to protect the buyer’s interests before the sale.
After the necessary paperwork ( successions, etc. ) the effective contract will be signed.

 

  • DO THE HOUSES AT 1€ HAVE SERVICES AS WATER, LIGHT, GAS, ETC.?

We have some houses with all the service available but most of them doesn’t.
Most of the properties, as you can see  here  in the pictures, need some significant renovation.

 

  • IS IT NECESSARY TO CHANGE RESIDENCE TO BUY ONE OF THE HOUSES?

There’s no need to change (your place of) residence.

 

  • IS THERE A LIMITED TIME FOR THE INVESTMENT IMPLEMENTATION?


No, we only ask you To bring the building up to safety standards, as soon as possible.

 

  • IS IT NECESSARY TO HAVE A PERMISSION FOR THE CONSTRUCTION AND RECONSTRUCTION ? HOW MUCH WILL IT COST ?

Yes, if you choose a recovery plan ( PdiR, Art.34 of italian zoning regulation ) you have to wait longer for the approval of the project ( 12-18 months ). The price will depend on which type of reconstruction or construction work will be needed.

 

  • WHAT KIND OF RECONSTRUCTION WORK CAN WE MAKE ?

 

It’s necessary to contact an architect ( we can help you find one ).
The reference is in the Urban Rule (zoning regulation) (Art. 18/21/34) and the Regional law 65/2014 ( Title VI, art 131 and etc. )

 

  • WHAT FEES DO I HAVE TO PAY AFTER SIGNING THE CONTRACT ?


There aren’t bails or insurances, but there are some fees regarding the contract registration and the transfer of ownership, plus the notary cost.

 

  • CAN I GET ACCESS TO TAX BENEFITS ?


Yes. The Municipality of Fabbriche di Vergemoli. Has a specific section for the income of the Regional and European …… for the requalification of estates destined to be used for turist activities, ect.

  • IS IT POSSIBLE TO ENLARGE WINDOWS AND DOORS WITHOUT A SPECIFIC PERMISSION ?

For the properties that are located inside the “Parco delle Alpi Apuane” there are some urban specific obligations that will not allow you to make determined changes. For what concerns the properties that are not located inside the park there are more concessions ( Regional Law 65/2014 and Urban Rule ). In this case it’s better to ask to a professional of the sector.

Chiesa Oratorio Sant’ Antonio Vergemoli

La chiesa di Sant’Antonio sorge nella parte occidentale del paese, in un luogo boschivo molto suggestivo, alla sommità dell’abitato, ricca di scorci panoramici. Di antica costruzione, forse intorno al X-XI secolo, anticamente aveva la funzione di dormitorio, un rifugio per viandanti gestito dal priore e da alcuni abitanti del paese. In seguito ne venne ripristinata esclusivamente la funzione di luogo di culto.

Dell’agosto 1724 è una Bolla vescovile relativa all’oratorio di Vergemoli (recentemente restaurato), dedicato a S. Antonio da Padova, che fu aperto al culto con la benedizione rituale del parroco Don Camillo Freudiani. L’oratorio era assoggettato ad una serie di vincoli posti a favore della Chiesa dei SS. Quirico e Giulitta, ad esempio:  la messa doveva essere celebrata principalmente nella chiesa parrocchiale ed eventualmente nell’oratorio; i sacramenti non venivano amministrati nell’oratorio, senza il permesso del parroco e in caso di controversie, prevalevano le ragioni della Parrocchia. La situazione di Vergemoli e degli altri comuni sotto il governo estense si svolse senza grossi cambiamenti fino all’invasione napoleonica, quando la Garfagnana fu annessa, con l’ex Ducato di Modena nel 1797, alla Repubblica Cisalpina e poi al Regno italico. Durante tale periodo furono promulgate le leggi di soppressione religiosa, che tra il giugno e l’agosto del 1798, così come accadde in tutti i territori conquistati da Napoleone, portarono alla chiusura, anche in Garfagnana, di oltre cento istituzioni religiose
