VOTING EXERCISE OUT OF OFFICE ELECTORS
Experimental regulations for the exercise of the right to vote by out-of-office voters in referendums under Article 75 of the Constitution related to the year 2025. Art. 2 of Decree-Law No. 27 of March 19, 2025, on “Urgent provisions for the electoral and referendum consultations in the year 2025.” .
Voters who are in a municipality in a province other than that of the municipality of electoral registration for a period of at least three months in which the date of the consultations falls are eligible to vote off-site (Paragraph 1).
In order to exercise off-site voting, interested parties must submit, to the municipality of temporary residence, an application, preferably using the form attached hereto, indicating their complete address of residence and domicile as well as, where possible, an e-mail address. The application shall also indicate any willingness to serve as chairperson or member of the special election sections that may be established by the municipality of temporary domicile for the exercise of off-site voting (Paragraph 7).
The application should also be accompanied by:

- copy of a valid identification document;

- copy of personal voting card;
- copy of certification or other documentation attesting to the status of an out-of-town voter in accordance with Paragraph 1, that is, documentation attesting to the reasons for study, work or medical treatment for which the voter is temporarily domiciled in a municipality located in a province other than the municipality of residence.
The application must be submitted in person by the interested party, or through the use of telematic means or through a delegated person by Sunday, May 4, 2025 (35th day before the date of the poll).
The application for off-site voting may be withdrawn in the same manner by the 25th day prior to the date of the Consultation, namely, Wednesday, May 14, 2025 (paragraphs 2 and 3).
